What is this?

I hate it when I can't figure out what something is!
When I came across this oddity, I proceeded to ask those around me what they thought it might be.
Several thought it was handmade but I don't think so...
It looks too well done to have been made by an amateur.
It definitely looks to have a purpose.
I find the hole in the top of the head intriguing.
It's driving me crazy!!!
I need to know!

Could it have something to do with a barber?
If it is modern, is it to store plastic shopping bags (pulling them through the head)??
It would be easier if we knew the dimensions of the "thing" I do think that it is hand made.
Is it a paper towel holder?
Is it from Jonathan Adler? If so I think the plastic bag holder comment makes sense. Is there a way to squeeze a roll of paper towels or kleenex inside that then could come out the head? hmmmm - intriguing!
How big is it? To store toilet paper? LOL...it's a mystery!
Yep, looks like a bag lady to me. Put a roll of plastic trash bags in and pull one through the head.

Some sort of a dispenser, and I think that an accomplished artist could have made it. Who knows it may be one of a kind!

I had thrown out the bag dispenser idea, but am now thinking it would have made more sense for the bags to load into the back. -- except from the front they would sort of create a "ruffled dress"..... Hmm....

At first I thought it was to hold extra rolls of toilet paper. But I think it's too small for that. Plastic bags might work. Hope you are going to tell us when you figure it out! ;)
I think it is a cover for a twine or ribbon dispenser to leave on your kitchen countertop. Twine comes out the top hole.

I agree with the kitchen twine/bakers cord dispenser idea.The hole in the top of the head looks like it would be large enough for a pair of scissors to fit into it too, so they would be at the ready!
Ok, I just saw the dimensions. I now agree with the posts for the roll of medium waste can garbage bags. The roll is 6"long and would fit with the end of the bag sticking out the head. Pull until you get to the next bag. Usually the bags are white, and that would be what you see in the front.
Oh I remember seeing these before. When I first saw them I did not know what it was either, but when I read the description..it made sense. Unfortunately I cannot remember what or who.
I do think it was a ceramic clay artist's site. The artist was foreign (European) and also made dancing woman wall sculptures mostly black and white. Unfortunately, I cannot find it anywhere..not in my bookmarks.
